Planning for
Security Crises

 

 

1. Planning Your Trip to Yemen
Fellows and other researchers planning a trip to Yemen should take into account how existing security considerations -- including State Department consular information sheets and travel warnings -- may affect their ability to do their work, and all fellows are strongly encouraged to consult the State Department announcements concerning travel in the Middle East before departure from the U.S. Other sources of information include British Foreign Office warnings; international on-line news-services and the index to articles provided by the Yemen Daily Times; the on-line edition of the weekly Yemen Times; and the website Yemen Gateway, which gives background information on ongoing stories. AIYS accepts no responsibility for decisions made by individual researchers, but the AIYS Resident Director in Sana'a will upon request provide current information for those planning a research trip.

 

2. Once You are in Yemen
AIYS-affiliated researchers who are in Yemen must register with the U.S. embassy in Sana'a immediately upon arrival; AIYS will facilitate this registration for its hostel guests. The embassy will then add their names to the warden list, which is used to inform Americans of changes in the current state of affairs. The State Department may issue any one of a number of announcements that affect researchers.

Authorized (Voluntary) Departure
A State Department announcement authorizing voluntary departure from affected posts of American personnel and dependents does not automatically require departure of U.S. researchers. Researchers should not feel constrained to remain in a situation they feel is risky; nor, however, should they feel that they must leave due to an announcement authorizing voluntary departure of non-essential Embassy personnel and dependents.

Researchers in Yemen should contact the U.S. Embassy for all available information that may affect their own decision to leave Yemen or stay in the country.

While the AIYS Resident Director will upon request share his assessment of prevailing conditions, it is the sole responsibility of the individual researcher to decide whether to leave Yemen or stay in the country. AIYS bears no part in the decision and assumes no responsibility for the safety of AIYS fellows or affiliated researchers.

AIYS-affiliated researchers are required to notify the AIYS Resident Director in Sana'a of their decision to leave Yemen or stay in the country.

Return to the U.S.
In the event that fellows funded by AIYS through its grants from the State Department's Bureau for Educational and Cultural Affairs elect to return to the U.S. and terminate their grants, they must notify the AIYS office in the U.S. of their date of departure from Yemen, so that, if necessary, appropriate adjustments to the total award may be made. If a fellowship project is terminated, all applicable reports will become due within 30 days of departure from Yemen, as will all unexpended fellowship funds.

AIYS fellows are required to have a paid-up return ticket in their possession before their initial departure from the U.S. AIYS cannot be responsible for providing additional travel or maintenance funds needed because of an authorized (voluntary) or ordered departure from Yemen. However, the additional costs of emergency departure such as ticket surcharges may be added to the authorized expenses of the award.

Temporary Relocation
Depending on the local situation, fellows may choose to leave the country temporarily during a crisis. While costs of emergency air tickets, diversionary travel, and other exceptional expenses may be covered from grant funds, grant funds may not be used for grantees' cost-of-living expenses outside of Yemen.

Ordered Departure
In the event the State Department announces an ordered departure, all AIYS fellows will be required to leave the country. Should an individual remain in Yemen despite ordered departure, the fellowship award and tenure will be considered terminated, and the individual will be required to sign a waiver releasing the fellowship. Fellowship funds already in hand may not be used to cover any additional expenses incurred but must be returned to AIYS together with all applicable reports, which will become due within 30 days of the order to leave Yemen.
